The Centers for Disease Control and Prevention intends to award a sole source firm-fixed-price contract to Mercer University School of Medicine for the ERASE MM Community Vital Signs Project. The requirement provides specialized training, technical assistance, analytical support, and resource refinement to assist State and Tribal Maternal Mortality Review Committees in incorporating Community Vital Signs resources into maternal mortality review processes.


Mercer University School of Medicine is the only responsible source capable of providing the required services because it possesses the proprietary Community Vital Signs resources, associated training materials, and specialized expertise necessary to update, refine, and support implementation of these tools by MMRCs nationwide. This contract action is for services for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, under the authority of 41 U.S.C. 3304(a)(1).


This notice of intent is not a request for competitive quotations; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All quotations/responses received within [insert number of days] days of the issuance of this notice shall be considered by the Government.


A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
