Marine Corps Installations East (MCIEAST) intends to procure two (2) perpetual licenses of Mastercam Computer-Aided Design/Computer-Aided Machining (CAD/CAM) Software, including associated hardware and add-ons, on a sole source basis from Phillips Corporation, in accordance with the authority of FAR 12.102(a) for purchases not exceeding the simplified acquisition threshold and only one source reasonbly available.
The North American Industry Classification System (NAICS) code for this procurement is 513210 (Software Publishers) with a corresponding size standard of $47.0 million.
This software is required to support critical manufacturing and repair operations at Marine Corps Base Camp Lejeune. Market research concludes that only the brand-name Mastercam software is acceptable. As documented in the Government's justification, this software is the established standard for the Marine Corps' MOS 2161 Basic Machinist Schoolhouse and is the required Program of Record software for the Advanced Integrated Mobile Machine Shop (AIMMS). A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
