Full Description

The Transportation Security Administration (TSA) intends to issue an Indefinite Delivery, Indefinite Quantity (IDIQ) contract modification to Reveal Imaging Technologies, Inc. (Reveal) for Reduced-Size Explosive Detection Systems (RSEDS) using other than full and open competition. Reveal was awarded a competitive IDIQ contract under Qualification Product List (QPL) solicitation HSTS04-11-R-CT1091 with a five (5) year ordering period for production, deployment and other support services of RSEDS. TSA intends to award an extension through the Reveal IDIQ contract to ensure a continuation of product purchasing and to prevent a gap in personnel vetting until a new contract is awarded. Contract HSTS04-12-D-CT1046 with Reveal Imaging Technologies, Inc. (10260 Campus Point Dr., Rm 6133, San Diego, CA 92121-1522) order period extension to June 30, 2018. This modification will address the requirements of TSA's Office of Acquisition and Program Management (OAPM) Electronic Baggage Screening Program (EBSP) in support of checked baggage screening operations. The Government intends to solicit and negotiate with only one source for the proposed contract action under the authority of FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Interest and capability to respond to the requirements from interested parties will be considered by the Government until 9:00 am DC Local Time on August 21, 2017. Information received will be considered solely for the purpose of determining whether it is in the Government's best interest to procure using other than full and open competition. All final determinations to award a nine (9) month extension to the above IDIQ awardee using other than full and open competition is solely within the discretion of the Government.
