AI Contract Overview

The contract involves a sole source, firm fixed price agreement with ViaSat Inc. to provide 32 ViaSat Network Channel Control (VNCC) Licenses. These licenses are essential for enabling 5 kHz UHF Demand Assigned Multiple Access (DAMA) satellite communications channel control and are needed to support the Joint UHF Military Satellite Communications Network Integrated Control system (JMINI CS), which facilitates critical warfighter communications. Due to the proprietary nature of ViaSat's RT-1828 radio, which is the only commercially available radio capable of 5 kHz channel control compliant with military standards, no other suppliers can fulfill this requirement. The limited market for UHF SATCOM products, combined with the high costs and complexities of satellite development, restricts potential competitors. This sole source justification is based on the lack of alternative producers that meet the technical and compliance requirements, as well as the narrow use of the 5 kHz frequency band. The contract value is estimated at $1.6 million, and the procurement will be executed under the authority allowing non-competitive contracts when only one source can meet the needs. Although this notice is not a solicitation for competitive proposals, interested parties may express interest or provide capability statements to assist the government in considering competitive options, with final decisions resting solely with the government. The contract falls under NAICS code 541511, with a size standard of $25 million. Questions about the contract were directed to a designated SPAWAR SSC Pacific point of contact with a response deadline set in early February 2012.

Full Description

This is a sole source announcement. No solicitation will be prepared or madeavailable. The Narrowband SATCOM Branch (Code 55240) of the Space and Naval Warfare Systems Center Pacific (SPAWAR SSC Pacific) intends to issue a sole source, firm fixed price contract to ViaSat Inc., 6155 El Camino Real, Carlsbad, CA 92009 for the fulfillment of the Governments requirement for 32 ViaSat Network Channel Control (VNCC) Licenses which enable channel control for 5 kHz Ultra High Frequency (UHF) Demand Assigned Multiple Access (DAMA) satellite communications. These VNCC Software Licenses are required to support the Joint UHF Military Satellite Communications (MILSATCOM) Network Integrated Control system (JMINI CS) to support warfighter communications. Authority for other than full and open competition is 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. ViaSat, Inc. is the only company that currently produces the RT-1828 radio that can be used for 5 kHz channel control of UHF Demand Assigned Multiple Access (DAMA) Satellite Communications (SATCOM). The RT-1828 is a proprietary product of ViaSat. Because of the proprietary design of this radio, there appears to be no other commercially available software to enable 5 kHz channel control of this radio. There is a limited market for UHF SATCOM products due to the limited number of on-orbit assets and the substantial cost to develop, test and successfully launch UHF satellites. Due to this small market, there are few companies that provide UHF radios, and only one that is known to have a COTS radio that can be utilized as a 5 kHz channel controller meeting Military Standards 188-182A, 188-185. The 5 kHz frequency band is not commonly used due to more robust radio frequency bands that offer higher data rates. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 541511and the size standard is $25,000,000. The estimated value of the effort is $1,600,000. Questions concerning this sole source contract action may be directed to David W. Decker at SPAWAR SSC Pacific, 53560 Hull Street, San Diego, CA 92152-5001; email: contact@example.gov; Questions and/or responses are due by 09 February 2012.
