The acquisition falls under NAICS Code 517410 for Satellite Telecommunications, with a small business size standard of $44 million, though no set-aside is being used. Vendors may submit voluntary written documentation within ten calendar days of the notice’s posting to demonstrate their ability to meet the requirements, but such submissions will not be compensated, nor will they obligate the government to award a contract or initiate competition. The contract will not include competitive evaluation factors, pricing details, or line-item breakdowns at this stage, as this is a pre-solicitation notice. Payment, invoicing, and accounting details are not specified, and no formal contract clauses, packaging requirements, inspection criteria, or special provisions such as security clearances or key personnel requirements are outlined in the available documentation. Point of contact for submissions is the Contracting Officer and Contract Specialist at the Silver Spring, Maryland office.
