The Food and Drug Administration (FDA) hereby issues a notice of intent in accordance with FAR 5.201. Pursuant to FAR 6.302-1, FDA will sole source with Risk Sciences International, 1505 Laperriere Avenue, Suite 343, Ottawa, ON K1Z 7T1, Canada for management and technical activities for continued system enhancements and operations and maintenance (O&M) of the FDA-iRISK capability. The FDA-iRISK capability includes the web accessible public version (FDA-iRISK 5.0) as well as the FDA-iRISK institutional version (currently version 5.1i).


As a peer-reviewed, robust food safety modeling tool that enables users to compare and rank risks from multiple microbial and chemical hazards and predict effectiveness of prevention and control measures, expressed as public-health metrics, FDA-iRISK (both the public version and the institutional version) has been and can continue to be a valuable component of our portfolio of risk assessment tools to inform FDA and stakeholder decisions related to food safety and nutrition.


Implementing this new 3-year IDIQ3 contract will allow FDA’s Human Foods Program (HFP) to continue to maintain the capability of FDA-iRISK in a continued state of readiness, ensuring its availability and usability to current and new users as a risk assessment tool for FDA regulatory and research purposes and for use by stakeholders in the scientific community, and to support FDA collaboration with other organizations using the FDA-iRISK system. Risk Sciences International is the only Contractor able to meet the requirement of this procurement. The NAICS code is 541511, Custom Computer Programming Services.


This notice is not a request for competitive quotes or proposal. No solicitation document is available and telephone requests will not be accepted. Respondents may submit information pertaining to their capabilities to perform the services required above within a timely manner at Natasha.Abbington@fda.hhs.gov, which may be considered by the agency.


A determination to compete this procurement from the responses received shall be based upon the discretion of the Government. It is anticipated that an award will be issued the Risk Sciences International approximately fifteen (15) days after the date of this notice unless, the Government determines another vendor has the capabilities of meeting this requirement and is more advantageous to the Government. All responses to this notice of intent shall be received no later than 09:00 AM Eastern Time (EDT) on July 24, 2026 via email at Natasha.Abbington@fda.hhs.gov.
