In accordance with Revolutionary FAR Overhaul (RFO) Part 12, Acquisition of Commercial Products and Commercial Services, the U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to negotiate and award a purchase order on a sole source basis to Sightline Analytics, Inc. to purchase access to Sightline Platform, a tactical intelligence platform designed to provide AI-powered insights, real-time data, and expert analysis in the rapidly evolving energy and technology landscapes including geothermal energy. The Office of Geothermal (OG) requires access to this platform for its market analysis capabilities that will allow OG to utilize Sightline’s proprietary frameworks to evaluate geothermal commercialization across technology, finance, demand, deployment, and economics markets. Sightline’s Platform provides access to geothermal-specific datasets, company intelligence, technology profiles, and project tracking. Additionally, Sightline’s convening expertise combined with platform insights will support developing and refining a commercially focused international geothermal strategy and help to interpret platform data and respond to emerging developments. Lastly, Sightline will provide ongoing visibility into geothermal financing trends and leverage this visibility to facilitate targeted engagement with key stakeholders in the geothermal sector. This is considered a sole source to Sightline Analytics, Inc. because, to the best of the NETL’s knowledge, based on market research conducted Sightline Analytics, Inc. is the only known source that can provide this type of service. No known potential alternate sources exist which could satisfy NETL's requirements.  
 
This notice of intent is not a request for quote/proposal.  Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 5:00 PM EDT on May 22, 2026. Responses must be submitted in writing to the contract specialist, David Lahey, via email at david.lahey@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. 
 
A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
