The USDA Forest Service Western Wildland Environmental Threat Assessment Center intends to award a single source contract to Cedar Creek Consulting for the integration of forest vegetation and wildfire simulation models. This project aims to evaluate spatiotemporal tradeoffs regarding suppression policies and alternative fuel management. The scope of work involves the testing, calibration, and application of a landscape simulation system that merges temporal growth and fire effects models with a specialized fire simulation system. The agency has identified Cedar Creek Consulting as the only responsible source due to their specialized proficiency in fire science, silvicultural prescription logic, and fuel model succession. As a key developer of the foundational work at the Rocky Mountain Research Station and the Wildland Fire Decision Support System, the contractor possesses the necessary expertise in Forest Vegetation Simulator source code and program workflows. While this is a notice of intent to sole source, the agency will consider written responses from other responsible sources submitted within 15 calendar days of publication.

Full Description

The USDA Forest Service Western Wildland Environmental Threat Assessment Center (WWETAC) intends to negotiate on a single source basis under the authority 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements with Cedar Creek Consulting, Plains, MT for linking forest vegetation and wildfire simulation models to evaluate spaciotemporal tradeoffs under alternative fuel management and suppression policies. Contract requires extensive knowledge of source code and program workflows for the Forest Vegetation Simulator (FVS) and wildfire spread models, as well as interactions among all the model components. Contract also requires proficiency in fire science, fuel model succession logic, and silvicultural prescription logic. Testing, calibration, and application of a state-of-the-art spatiotemporal landscape simulation system that combines a special fire simulation system with temporal growth and fire effects models. The proposed contractor was a key developer in the earlier project at WWETAC and the Rocky Mountain Research Station that incorporated landscape fuel treatment modeling into FVS. This work is the foundation for the new project. The contractor studied and calibrated model results for the same case study landscapes to be used in the present study, and was directly involved in the technical development of the Wildland Fire Decision Support System and is thus well suited to manage issues of interoperability among component fire science and economic models. This notice is not a request for competitive proposals, however, all responses from responsible sources will be considered. All responses must be submitted in writing within 15 calendar days of publication of this notice.

Heavy Excavation ServicesThe contract titled Heavy Excavation Services is a small business set-aside under the SBA program, specifically designated as a Total Small Business Set-Aside, meaning only small businesses are eligible to bid. The work involves operating heavy excavators of ten tons or more to perform sand excavation, grading, and shaping of OHV routes on unstable dune terrain, with additional requirements for clearing vegetation and removing obstructions. This work requires specialized expertise in handling challenging land conditions where terrain instability and environmental sensitivity are key considerations. The North American Industry Classification System code 238910 applies, aligning the contract with other specialty trade contractors focused on site preparation and earthmoving services. The performance location is centered in Corvallis, Oregon, with a ZIP code of 97331, and the overseeing agency is the Siuslaw National Forest under the U.S. Department of Agriculture. The contract was posted on April 29, 2026, and is structured as a subcontract, indicating it is part of a larger project or prime contract arrangement. While specific contractual terms, duration, and monetary value are not provided, the focus on dune-specific earthmoving suggests an emphasis on environmental stewardship and engineering precision due to the fragile nature of the terrain. Bidders must demonstrate capability in operating heavy machinery safely and effectively in ecologically vulnerable areas while adhering to federal land management standards.
