The Department of Commerce, through the National Oceanic and Atmospheric Administration (NOAA), intends to award a sole source contract for MCIDAS-X software licenses and support to the Space Science and Engineering Center at the University of Wisconsin-Madison. This software is critical for the National Weather Service's National Centers for Environmental Prediction (NCEP) in processing and visualizing a wide range of meteorological and geophysical data, including satellite, radar, and observational inputs. MCIDAS-X is uniquely qualified for this role as it offers specialized capabilities for timely meteorological data display and analysis, along with a historical database of meteorological parameters that is not available elsewhere. The sole source justification stems from the fact that the Space Science and Engineering Center is the only entity in the United States capable of providing this software and ongoing support, with continuous development since 1973. This notice is not a solicitation for proposals but rather a formal announcement of intent to negotiate solely with the identified provider under FAR 13.501(a) and 13.106-1(b)(1). Nonetheless, other interested firms that believe they can meet the government’s requirements may submit written documentation within 15 days of this notice to be considered for a competitive procurement. Responses must be submitted by June 3, 2026, by 2:00pm EST via email to the designated contacts, Taylor Abrassart and Vicki Keen. This process aims to ensure transparency while recognizing the unique technical and historical expertise of the Space Science and Engineering Center in delivering and supporting the MCIDAS-X software system.
