AI Contract Overview
The U.S. Government, through NAVSUP Fleet Logistics Center San Diego, intends to award a sole-source, firm-fixed-price contract to Raymond Werres Corporation (CAGE: 2B058) for the procurement and installation of proprietary OEM Modula Vertical Lift Module (VLM-3) components at Naval Air Station Fallon, Nevada. This action is justified under FAR Part 12 as a commercial item acquisition, with sole-source authority pursuant to FAR 12.102(a) due to the exclusive nature of the Modula Sintesim VLM-3 system’s proprietary design, which requires exact OEM replacements to ensure compatibility, safety, and functionality. Only Werres Corporation, as the authorized U.S. Government dealer for Modula Inc., can supply the required components, including 24 trays, 24 slotted tray sidewalls, six partitions, and 119 dividers with specific part numbers, ensuring form, fit, and function match without risk of system failure. The acquisition includes delivery, installation, and removal of all packaging and debris, with a performance window of four to six weeks after order receipt and no option periods or ceiling values specified. Contract administration requires contractor personnel to independently secure base access via DBIDS, with no government escort provided, and the contract is valued at approximately $18,890.64 based on priced items, excluding unpriced dividers. The procurement is non-competitive, with no RFQ or solicitation issued, though interested parties may submit a capability statement by June 30, 2026, to the designated contracting point of contact for potential review, though this does not obligate the Government to reopen competition. The contracting officer, Patricia Castillo, and requiring activity representative, Daniel Rodarte, have certified and concurred with the sole-source determination, which complies with FAR 6.302-1 and NAVSUP internal approval standards requiring E-7 or higher signatures. No FAR clause alternates, detailed packaging or marking standards, or invoicing methods are specified, and accounting data such as TAS or ACRN are not provided. The place of performance is clearly defined as Building 25 at NAS Fallon, with acceptance occurring upon successful installation and compliance with OEM specifications.
