NADTC Initial Spares

The Naval Air Warfare Center Training Systems Division (NAWCTSD) is procuring initial spare parts to support the expansion of the Naval Aviation Distributed Training Center Atlantic (NADTC-LANT) at Naval Air Station Oceana in Virginia Beach, Virginia. This effort involves acquiring custom-modified, brand-name commercial-off-the-shelf components—such as Rave AD and Maintenance Computers, Dell R660 systems, Corsair Xeneon Edge monitors, APC UPS units, Dell Ethernet switches, Shure microphones, and Dell Pro 16 Plus maintenance laptops—to ensure seamless integration with the existing proprietary distributed mission training architecture. The procurement is being conducted as a sole-source award to Aero Simulation, Inc. (ASI), the only responsible source capable of providing these uniquely configured spares due to their proprietary knowledge of the system, with any deviation posing unacceptable risks of mission delays, re-engineering, and recertification costs. The estimated contract value is $223,472.78, with all spares required to be delivered no later than February 15, 2027, under FOB Destination N09103 terms. Partial and early deliveries are permitted, and long-lead items must be coordinated with the government in advance. All shipments must be consolidated for logistical efficiency and properly marked with the contract number, part numbers, and contact information for the destination point of contact, Lavar Watson, as well as the WAWF Accepter and the NADTC-LANT Supply Support Manager Technical Point of Contact. The contractor is responsible for inspecting and certifying the compatibility of each item with the system, providing accompanying manuals and warranty documentation, and promptly replacing any defective components within 15 days of delivery. The government retains the right to inspect and test all delivered goods upon receipt. Shipping tracking numbers must be provided for every delivery, and all invoices must be submitted via Wide Area Workflow. The acquisition is designated as a Total Small Business Set-Aside under FAR 19.5, but the award to ASI was justified under simplified acquisition procedures based on uniqueness and lack of competition. Security requirements mandate that all hardware must be compatible with the existing classified enclave, and any deviation from approved technical specifications is strictly prohibited to prevent resource waste and schedule disruption.
