Small Business Description: The US Coast Guard, C5I Service Center, Intends to solicit and award on a sole source basis under the authority of FAR 13.106-1(b) to Semaphore Data LLC, 13045 Glissans Mill RD, Mount Airy, Maryland, 21771-8519, United States. This procurement is being conducted under Simplified Acquisition Procedures (SAP) - only one responsible source and no other supplies or services will satisfy agency requirements. Semaphore Data LLC is known to have specific expertise with required internal USCG data sources such as MISLE, NAIS, SANS, and AVIS which precludes the need for training and familiarization which would be required by other sources to perform effectively, and there is no known training which can be acquired for such familiarization at this time. No alternative sources are known to have specific technical knowledge spanning the datasets required for the execution of this task with the technologies currently implementing the required data services including direct experience with the processes and procedures governing the correlation and validation of vessel documentation with radio licensure and sensor-based transmissions. Description of Supplies and Services: The USCG has a requirement for data science and data engineering services to classify maritime vessel data transmissions regarding their compliance with applicable laws and regulations governing those activities by vessel operators, create documentation for the compliance process and produce scheduled and ad-hoc reports at both the summary and detailed (vessel) level to support remediation of non-compliant AIS vessel position and identity reporting to meet the requirements of this contract. All responsible sources may submit a response and will be considered by the agency if received by 3:00 p.m. ET on 23 JULY 2021. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
