The Centers for Disease Control and Prevention intends to award a sole source firm fixed price contract to the American College of Radiology to transition the NIOSH B Reader training and certification program from in-person to a fully virtual format. This effort aims to maintain a qualified pool of B Readers by delivering three cycles of virtual training and certification, including the setup and configuration of a secure learning management system, live expert-led instruction totaling approximately 20 hours per course, and remotely proctored examinations with identity verification and real-time monitoring. The contract is justified under FAR 12.102 and GSAM 538.7104-3 due to the unique, non-duplicable expertise of the American College of Radiology, which currently operates the established training model and infrastructure, making it the only entity capable of ensuring seamless continuity, compatibility, and instructional rigor without introducing operational risk. The total estimated contract value is $85,845, covering both the base period from September 1, 2026, to August 31, 2027, and an optional extension through November 30, 2027. All deliverables must comply with strict accessibility standards under Section 508 of the Rehabilitation Act and WCAG 2.0 Level AA, requiring the contractor to submit an Accessibility Conformance Report using the Voluntary Product Accessibility Template and ensure all digital content is fully compatible with assistive technologies. Compliance is non-negotiable and any failures must be remediated at the contractor’s expense. The procurement is not competitive, but responses received by August 1, 2026, at 10:00 a.m. ET via email to dwb7@cdc.gov will be considered for potential competitive reconsideration at the government’s discretion. Performance is entirely virtual, with no physical delivery or travel required, and no special security clearances, labor standards, or export controls apply. The government will accept deliverables based on documentation verifying compliance with accessibility and programmatic requirements, with final acceptance determined by the Contracting Officer or their representative. The point of contact for submissions is Marquetta Taylor, and administrative oversight is managed by the CDC Office of Acquisition Services in Atlanta, Georgia, with program oversight handled by the National Institute for Occupational Safety and Health in Morgantown, West Virginia.
