The Centers for Disease Control and Prevention (CDC) intends to award a sole source Firm-Fixed-Price contract to the Texas Department of State Health Services (DSHS) for support of the Pregnancy Mortality Surveillance System (PMSS) – Texas.

The purpose of this requirement is to obtain vital records data necessary to support CDC’s national Pregnancy Mortality Surveillance System. The contractor will provide pregnancy-associated mortality data, including death records and associated birth or fetal death records, to support the identification and epidemiologic analysis of pregnancy-associated deaths occurring in Texas.

This acquisition is being conducted pursuant to FAR 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

The Texas Department of State Health Services is the only known source capable of meeting the Government’s requirement because it is the sole legal custodian and authoritative source of Texas vital records and is the only entity authorized to provide the required records in the format necessary to satisfy the Government’s surveillance and analytic requirements. No other source can provide the required information.

This notice of intent is not a request for competitive proposals; however, all capability statements received within fifteen (15) calendar days after publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement.

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

Responses shall be submitted electronically to the Contract Specialist identified in the SAM.gov notice by the date and time specified therein.
