The National Institutes of Health Clinical Center is issuing a Notice of Intent to negotiate a sole source bridge contract with Railroad Cleaners for essential cleaning and laundry services. This temporary agreement is necessary to ensure continuity of service for patient safety and regulatory compliance while a new contract is awarded. The acquisition is conducted under FAR Part 13 Simplified Acquisition Procedures, as the services are urgent and the existing contractor already possesses the required qualifications and certifications to avoid additional setup times. The base period of performance is from December 28, 2025, through February 28, 2026, with services provided at the NIH Clinical Center, Hospice Unit, The Children's Inn, and Edmund J. Safra Family Lodge in Bethesda, Maryland. The scope of work includes the pickup, cleaning, and delivery of bulk laundry, specialty items such as lab coats and scrubs, and dye articles, with a total estimated volume exceeding 1.3 million pounds annually. A critical performance requirement is a 24-hour turnaround time from the departure of soiled laundry from the NIH campus to the confirmed receipt of cleaned items. The contractor must adhere to OSHA Bloodborne Pathogens Standards and Joint Commission Accreditation Manual for Hospitals guidelines. Performance is monitored by the Contracting Officer Representative based on strict quality standards for whiteness retention, tensile strength, and delivery schedules. Payment is based on a price per pound of clean dry weight.

This is a Notice of Intent, not a request for proposal.  The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with Railroad Cleaners.

The National Institute of Health (NIH) requires a bridge contract is to ensure continuity of cleaning and laundry services that are essential to continue to protect human safety and human healthcare. We intend to sole source to this vendor, because they are already performing laundry/cleaning services and would not need any additional lead or setup times. This is a temporary bridge from previous contract until a new contract is awarded.

This is a sole source “bridge” agreement because the services requested are urgent and immediate to provide continuity of service for patient safety and regulatory compliance. The existing contractor Railroad Cleaners has been providing cleaning services under an existing contract and they meet all the necessary qualifications and certifications.

This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 –Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.
