AI Contract Overview
The Department of Defense High Performance Computing Modernization Program intends to sole source the relocation of the TI-19 Air Force Research Laboratory supercomputer system from Wright-Patterson Air Force Base in Ohio to the Engineer Research and Development Center in Vicksburg, Mississippi. Hewlett Packard Enterprise Company is the only source determined capable of performing this task due to its status as the original manufacturer of the system and its exclusive access to the proprietary physical and logical interconnections essential for disassembly and reassembly. The contract will be awarded to HPE without a competitive solicitation, as no other entity possesses the necessary technical knowledge or proprietary access to safely and successfully complete the relocation. All responsible sources may submit a capability statement by June 2, 2026, to demonstrate their ability to fulfill this requirement, including detailed descriptions of past experience with similar projects and verifiable references. However, submissions will be evaluated solely to assess whether full and open competition is feasible, and the government retains complete discretion in deciding whether to proceed with sole source award. No competitive solicitation will be issued, and responses must be submitted in writing—verbal communications are not accepted. The notice, issued under solicitation number W912HZ26RTI19, is managed by the U.S. Army Corps of Engineers at the ERDC facility in Vicksburg, Mississippi, with Jody Criss listed as the point of contact for submissions.

The HPCMP intends to issue an award to Hewlett Packard Enterprise Company (CAGE Code: 7ES51) on a sole source basis. However, all responsible sources may submit a capability statement for consideration by the HPCMP technical team. The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
