The Department of Defense's High Performance Computing Modernization Program (HPCMP) plans to relocate the TI-19 Air Force Research Laboratory Supercomputer System from Wright-Patterson Air Force Base in Ohio to the Engineer Research and Development Center facility in Vicksburg, Mississippi. This specialized task will be awarded on a sole source basis to Hewlett Packard Enterprise Company (HPE), the original manufacturer of the TI-19 system. HPE possesses exclusive access to the proprietary physical and logical interconnections necessary for the proper disassembly, transport, and reassembly of this highly complex supercomputer, making them uniquely qualified to carry out the relocation. Although this notice does not constitute a solicitation for competitive quotes or proposals and no formal solicitation will be issued, HPCMP invites all responsible vendors to submit capability statements by June 2, 2026, demonstrating their qualifications and relevant past experience. These submissions will only be considered to determine whether a competitive procurement is warranted. The decision to proceed with sole source or competition rests solely with the government. Verbal responses are not accepted, and all communications regarding this requirement should be directed to the designated point of contact, Jody Criss. The effort is classified under NAICS code 334111 and is managed by the Department of Defense’s Engineer Research and Development Center in Vicksburg, Mississippi.

However, all responsible sources may submit a capability statement for consideration by the HPCMP technical team. The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
