The DoD High Performance Computing Modernization Program (HPCMP) has a requirement to relocate the TI-19 Air Force Research Laboratory (AFRL) Supercomputer System from Wright-Patterson Air Force Base, Ohio to the Engineer Research and Development Center (ERDC) facility in Vicksburg, Mississippi.


The HPCMP intends to issue an award to Hewlett Packard Enterprise Company (CAGE Code: 7ES51) on a sole source basis.  It has been determined that Hewlett Packard Enterprise Company is the only source with the capability to relocate this system. HPE is the manufacturer of the TI-19 AFRL supercomputer system, and only HPE has access to the proprietary physical and logical interconnections required to successfully disassemble and reassemble this supercomputer system.


This notice is not a request for competitive quotes or proposals.  A solicitation will not be issued.  However, all responsible sources may submit a capability statement for consideration by the HPCMP technical team.  The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement.  The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.  A determination by the government not to provide full and open competition, based upon responses to this notice, is solely within the discretion of the government.  Verbal communications are not acceptable in response to this notice.
