AI Contract Overview
The U.S. International Trade Commission intends to award a sole-source contract to SAS Institute Inc. for the annual maintenance renewal of its proprietary statistical and analytical software suite, which is essential for data management, econometrics, time series analysis, survey analysis, matrix programming, and data visualization across multiple offices within the agency. The requirement is justified under FAR 6.302-1 due to the unique, non-interchangeable nature of SAS software, which offers over 200 integrated analytical components unavailable from any other vendor. The base contract period runs from October 1, 2026, through September 30, 2027, with four optional one-year renewal periods extending through September 30, 2031, providing continuous support and updates critical to the agency’s daily operations. This is not a competitive solicitation, and no formal request for proposals will be issued; however, comments or information submitted within five days of the notice’s posting on May 7, 2026, may be considered by the Government. The contracting officer, Ian Quillman, is the sole point of contact, and inquiries are to be submitted in writing via email, as telephone requests are strongly discouraged. The action falls under NAICS code 511210 for Software Publishers and PSC DA10 for Business Application Software as a Service, with performance located in Washington, D.C.
