AI Contract Overview

The Directorate of Contracting at Fort Bliss, Texas, plans to award a sole source contract to Meggitt Defense Systems, Caswell, for the procurement of 40 SIT-AA8 Pop-up Infantry Target Mechanisms equipped with AH Battery and power cables, 40 SLR Solar Panels with cables, and one RZ4 Handheld Radio Controller operating at 300 Baud. These components are critical because the targets are radio controlled and battery powered, and must be compatible with existing equipment at multiple ranges to ensure interchangeability in case of unserviceability. The solar panels provide 55 watts of power, and the handheld controller is programmable, facilitating the control of the radio-controlled targets. This sole source justification cites 10 U.S.C. 2304(c) and FAR 6.302-1, emphasizing that no other sources or products meet the agency's requirements and that pursuing full and open competition would result in substantial, unrecoverable costs to the government. Interested and qualified sources may submit capabilities or qualifications by the stated deadline, February 5, 2008, at 2:30 PM MST, although the final decision regarding competitive procurement rests solely with the government. Submissions will be evaluated only to determine if competition should be pursued, and requests for quotes or proposals will not be issued based on this notice. Communication must be formal and submitted electronically; facsimile or verbal responses will not be accepted. The procurement is designated under NAICS code 811310, reflecting the vehicle maintenance and repair industry, with a size standard of $6.5 million. This acquisition consolidates specialized equipment integration requirements to maintain operational consistency and readiness at the Fort Bliss training ranges.
