The Government hereby submits a notice of intent to award a sole source firm fixed price award for the US Coast Guard Base Ketchikan for Non-Hazardous Waste Collection and Landfill Services. The vendor will be the City of Ketchikan, Ketchikan, AK.


This action is being awarded on a sole source basis pursuant to FAR 12.102(a).


The City of Ketchikan is the only known and qualified vendor capable of providing the required waste collection services for Base Ketchikan. The local landfill is exclusively owned and operated by the City of Ketchikan. Furthermore, according to the City of Ketchikan's policy (Chapter 7.16), any commercial solid waste collection within the city limits must be performed by the city's public works department or through a formal agreement with the city. Currently, the City of Ketchikan does not have formal agreements with any other vendors to provide these services. Attempting to source this service from another vendor is legally and logistically precluded by municipal regulations, and any delays in waste management would hinder continued production, health, and operational readiness at Base Ketchikan.
