AI Contract Overview
The U.S. Coast Guard Base Ketchikan is proceeding with a sole source award for non-hazardous waste collection and landfill services to be performed by the City of Ketchikan, Alaska, under a firm fixed price contract. This decision is justified under FAR 12.102(a) because the City of Ketchikan is the only entity capable of providing these services due to its exclusive ownership and operation of the local landfill and its municipal policy requiring all commercial solid waste collection within city limits to be conducted by its public works department or through a formal city agreement, none of which currently exist with other vendors. Any attempt to procure these services from an alternative provider is legally and logistically unfeasible, and delays could directly impair operational readiness, public health, and mission continuity at the base. The procuring entity is USCG Base Ketchikan, with performance located entirely in Ketchikan, Alaska, under the NAICS code 562111, utilizing FAR Part 12 procedures for commercial items. Although this is a notice of intent and not a solicitation for bids, interested parties have until June 22, 2026, at 3:00 p.m. Alaska time to submit their qualifications to the contracting officer at benjamin.r.reedy@uscg.mil for review. The government retains full discretion to determine whether competition is warranted based on these submissions, but no competitive procurement is planned unless compelling evidence emerges during this review period. The action contains no set-asides and is part of a continuous effort to maintain essential waste services without disruption.

Full Description
The Government hereby submits a notice of intent to award a sole source firm fixed price award for the US Coast Guard Base Ketchikan for Non-Hazardous Waste Collection and Landfill Services. The vendor will be the City of Ketchikan, Ketchikan, AK.
This action is being awarded on a sole source basis pursuant to FAR 12.102(a).
The City of Ketchikan is the only known and qualified vendor capable of providing the required waste collection services for Base Ketchikan. The local landfill is exclusively owned and operated by the City of Ketchikan. Furthermore, according to the City of Ketchikan's policy (Chapter 7.16), any commercial solid waste collection within the city limits must be performed by the city's public works department or through a formal agreement with the city. Currently, the City of Ketchikan does not have formal agreements with any other vendors to provide these services. Attempting to source this service from another vendor is legally and logistically precluded by municipal regulations, and any delays in waste management would hinder continued production, health, and operational readiness at Base Ketchikan.
USCG Base Ketchikan, Ketchikan, AK will be the procuring entity for this effort. Performance will be located at Ketchikan, AK. The Government intends to acquire commercial items and services using the provisions, clauses, and procedures prescribed in FAR Part 12. The NAICS Code for this requirement is 562111.
This notice of intent is not a request for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact (benjamin.r.reedy@uscg.mil) no later than 22 JUN 2026, at 3:00 p.m., Alaska time. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
