The Directorate of Contracting at Fort Bliss, Texas, plans to sole source the procurement of 10 SIT-AA8 Pop-Up Infantry Target Mechanisms along with 34 AH batteries and power cables from Meggitt Defense Systems, Caswell. These target mechanisms are battery-powered and radio-controlled and are intended for use with previously acquired Meggitt programmable controllers from 2006, which operate via proprietary software. Although this is a follow-on procurement, all responsible sources are invited to submit their capabilities and qualifications by 2:00 PM MST on December 26, 2007, to be considered for potential competition. However, the government reserves the right to proceed without full and open competition based on its sole discretion.
