THIS IS A NOTICE OF INTENT.


This notice is issued in accordance with Federal Acquisition Regulation (FAR) section 5.201 to notify the public of a proposed contract action.


The North American Identification Classification System (NAICS) code is 541611 – Administrative Management and General Management Consulting Services. The SBA size standard is $24.5 million. The proposed contract action is for Technical and Administrative Services as well as remote monitoring services in Tajikistan.


The U.S Agency of Global Media (USAGM) intends to award a contract, on a sole source basis under the authority of FAR 6.302-1, with Nodir Tursun-Zade;THE TERRACES MEYDAN AP S620DUBAI


The statutory authority permitting other than full and open competition is 41 U.S.C.3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1, which reads in part, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”


Nodir Tursun-Zade is the only known source able to provide the Technical and Administrative Services, as well as Remote Monitoring Services in Tajikistan. This requirement is for the operation and hosting of the Remote Monitoring System (RMS) located in Dushanbe, Tajikistan, including the Internet connection, for the quality broadcasting and continuous use of the medium wave (MW) and short wave (SW) transmitters in Tajikistan for transmissions of Voice of America (VOA) Dari/Pashto language service to audiences in Afghanistan. Additionally, the vendor must provide part-time technical support for the USAGM broadcasting operations in Tajikistan.


USAGM requires these mission-critical services to commence as soon as possible due to an urgent operational need that emerged earlier this month. The U.S. Agency for Global Media's mission is to inform, engage, and connect people around the world in support of freedom and democracy through accurate, objective, and comprehensive news and information.


Nodir Tursun-Zade possesses extensive institutional knowledge of USAGM's policies, systems, operational structures, and mission requirements gained through years of direct support to Agency broadcasting activities in Tajikistan. This knowledge, combined with the contractor's unique local presence, technical expertise, and established access to the RMS facility in Dushanbe, enables the immediate provision of services with minimal transition risk. Given the urgent timeframe and the potential disruption to mission-critical broadcasting operations, Nodir Tursun-Zade is the only known source capable of meeting the Government's requirements without interruption to ongoing VOA broadcasts and associated support services.


The Period of Performance will be one year from date of award. 


THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to compete this procurement based on responses to this notice is solely at the discretion of the Government. 


Interested parties who believe they possess the capability to satisfy this requirement should submit documentation that clearly demonstrates their capability. Responses to this notice shall be received no later than September 24, 2026 at 8:00AM EST. All responses must be in writing only via email to the point of contacts specified in this notice.


Telephone requests or inquires will not be accepted. Any cost associated with the preparation and submission of data or information in response to this notice is the sole responsibility of the respondent and will not be reimbursed by the Government.
