AI Contract Overview
The Department of Defense, through the Defense Health Agency, intends to award a sole source, firm-fixed-price contract to the Emergency Nurses Association for the procurement of Trauma Nursing Core Course (TNCC) training for instructors and providers at the Naval Medical Center Portsmouth in Virginia. This contract is for commercial-off-the-shelf training products, with the Emergency Nurses Association identified as the only vendor capable of supplying the required curriculum. The acquisition will utilize Simplified Acquisition Procedures as outlined in FAR Part 13.106-1(b), and the total value will not exceed the simplified acquisition threshold of $250,000. The contract is structured with a base year running from October 1, 2025, through September 30, 2026, and includes two additional option years. The decision to proceed on a sole-source basis is justified by the unique availability of the required training from the Emergency Nurses Association, and any challenge to this determination must provide substantial evidence that competition would be beneficial without hindering mission objectives or imposing undue cost or delays. Interested parties have until August 12, 2025, to respond or submit inquiries to the contracting officer, Carol Uebelacker. The procurement supports the readiness and capability of the Naval Medical Center Portsmouth and is not open to competitive bids unless a compelling alternative is demonstrated.
