Notice of Intent to Sole Source to A2LA

The Department of Energy Idaho Operations Office intends to award a five-year, firm-fixed-price sole-source contract to the American Association for Laboratory Accreditation (A2LA) for laboratory accreditation support at the Radiological and Environmental Sciences Laboratory (RESL) in Idaho Falls, Idaho. With an estimated total value of $77,450, the agreement consists of a base year and four option years. The scope of work involves maintaining critical accreditations for ISO/IEC 17025:2017, ISO/IEC 17043:2023, and ISO 17034:2016 through a rotating schedule of on-site renewal assessments and annual documentation and statistics reviews. This procurement is justified under FAR 6.302-1, as A2LA is identified as the only responsible source capable of providing these services without causing a prohibitive two-year transition delay. Such a delay is deemed an unacceptable risk to national security and operational readiness due to A2LA's unique institutional knowledge and historical relationship with RESL dating back to 2005. Key deliverables include official assessment reports, approval letters, and hard-copy certificates of accreditation. All on-site work must be performed at the RESL facilities, and the government retains the right to approve the technical personnel assigned to conduct the assessments.
