AI Contract Overview

The contract involves awarding a firm fixed price purchase order to Ametek for the special modification of their PDU-2000-06-101 Power Distribution Unit, including Non-Recurring Engineering services. This modification is critical to support Load Shedding testing for the Global Positioning System (GPS)-based Positioning, Navigation, and Timing Service (GPNTS) at NIWC Pacific. The chosen product from Ametek is essential because using a different manufacturer’s unit would require extensive and costly re-engineering efforts to re-establish and certify the GPNTS baseline, which could delay important FY23 testing schedules. The estimated cost for reprogramming, retesting, and certification with another vendor ranges from $0.5 million to $2 million, which would not provide any offsetting benefits in terms of competitiveness, reliability, or performance improvements. NIWC Pacific is moving forward with a sole source approach to avoid disruptions and additional expenses tied to baseline changes, ensuring that Load Shedding tests can proceed on schedule. The contract reflects a strategic decision aligned with operational needs and fiscal prudence to maintain the integrity and timeline of critical GPNTS testing. The point of contact is a contract specialist at NIWC Pacific, located in San Diego, California, emphasizing the Department of Defense’s commitment to this specialized procurement need.

Full Description

The Proposed action is to award a firm fixed price purchase order for the special modification of the Ametek PDU-2000-06-101 Power Distribution Unit (PDU) with Non-Recurring Engineering to support Global Positioning System (GPS)-based Positioning, Navigation, and Timing Service (GPNTS) - Load Shedding testing at NIWC Pacific. If another manufacturer's product is purchased the GPNTS baseline would need to be unnecessarily changed and retested at a great expense to the government. The delay required to re-architect and retest the use of another vender's product would prevent NIWC Pacific from completing the "Load Shedding" test. The cost to reprogram, re-test and certify the GPNTS with another vendor's product is estimated to be between $0.5 million to $2.0 million, the costs of which would not be recovered through competition or a promise of improved reliability or performance. In addition, this backwards step in testing will not meet the GPNTS - Load Shedding schedule to test in FY23.
