Marine Corps Installations - National Capital Region (MCI-NCR), Regional Contracting Office (RCO), Quantico, VA hereby gives notice of intent to award a purchase order to eVerbatim INC., (CAGE Code: 1HLK8) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) 12.102(a), the circumstances of the contract action deem only one source reasonable available.


This procurement is to provide HQMC Judge Advocate Division has a requirement for the renewal of four Eclipse court reporting software licenses and, critically, for the highly specialized software integration services required to make the software operational on 106 new court reporting laptops. Per MARADMIN 615/16, Advantage Software’s Eclipse is the only USMC-approved and required software solution for the capture, translation, and transcription of all courts-martial. It is the core component of a stand-alone, offline system that allows court reporters to produce verbatim transcripts in real-time, even in austere environments, reducing transcript production time from 4-8 hours per hour of audio to as little as 1-2 hours. This procurement is for two distinct but inseparable requirements: the Eclipse software licenses from the Original Equipment Manufacturer (OEM), Advantage Software, Inc., and the proprietary integration service provided exclusively by eVerbatim, Inc. eVerbatim has developed the Eclipse Vox AI System (EVAS), a complete end-to-end solution that integrates multiple software and hardware elements specifically for use in military courtrooms. Therefore, the government intends to procure this requirement on a sole source basis from the original equipment manufacturer (OEM) of this supply – eVerbatim Inc.

Market research has concluded that I eVerbatim Inc eVerbatim Inc is the sole-source provider of its products and services for federal customers. Therefore, the government intends to procure this requirement on a sole source basis from the original equipment manufacturer (OEM) of this supply – eVerbatim Inc.


THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES.


However, all responsible sources may submit a capability statement, which, if received within three (3) calendar days after the date of the publication of this notice, will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
