The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific) hereby publicizes its intention to solicit, negotiate, and award a Firm-Fixed-Price purchase order on a noncompetitive basis with ORBCOMM, INC / DBA ORBCOMM AIS LLC. The requirement is for the purchase of satellite and terrestrial Automated Information System (AIS) data subscriptions from ORBCOMM AIS LLC. The FMS LOA for each participating nation explicitly designates ORBCOMM as a required data provider. The LOA?s, approved jointly by the United States (U.S.) and the Foreign Governments, create a binding contractual commitment; any deviation from the named provider would constitute a breach of the LOA. This notice of intent is NOT a request for quote. A determination by the Government not to compete based upon responses to this notice is solely at the discretion of the government.
