The Centers for Disease Control and Prevention intends to award a sole source purchase order to Quality Control for Molecular Diagnostics for customized proficiency testing panel services, specifically to support enterovirus testing through external quality assessment programs. This action is justified under FAR 12.102(a) and 41 U.S.C. 3304(a)(1) because QCMD is the only responsible source capable of providing the specialized services required, as it is the sole vendor with the expertise to design, prepare, distribute, and collect data for CDC-approved proficiency testing schemes that enable external laboratories to demonstrate compliance with regulatory standards. The contract will be performed in Glasgow, Scotland, and is categorized under NAICS code 334516 with no set-aside provisions. Although this notice is not a formal request for competitive quotations, interested parties may submit responses by 11:00 a.m. EDT on June 22, 2026, to xrm5@cdc.gov, and any submissions received within ten days of the notice’s issuance will be evaluated by the government to determine whether competition is warranted, though the final decision to proceed without competition rests solely with the agency. The solicitation number is 000HCJDB-2026-96903, issued on June 10, 2026, by the CDC Office of Acquisition Services under the Department of Health and Human Services, with primary point of contact Tiesha Brown and secondary contact David Smythe. No pricing, contract value, delivery schedule, or detailed performance requirements are specified as this is a presolicitation notice solely aimed at gathering market information to support the sole source determination.
