Full Description

Under authority of 10 USC 2304 (c)(1), the Department of the Air Force, Air Mobility Command Specialized Contracting Branch (HQ AMC/A7KQ) intends to issue a sole source award to Unitron, LP. The services to be provided include all parts and labor to upgrade the existing 336 Unitron frequency converter duplex modules from Unitron part number 80-18030-1, to the upgraded duplex modules, Unitron part number 80-18043-1. Based on proprietary rights and the fact that the frequency converters will lose their Airworthiness Safe-To-Fly Certification should any other company perform the upgrade, Unitron, LP is the only source that can meet this requirement. The resultant contract will be a Firm Fixed Price contract with a one-year period of performance. The redacted sole source J&A is attached. The Government plans to solicit and make an award for this requirement to only one source under the authority of FAR 6.302-1 and 10 USC 2304 (c)(1). This is not a request for competitive proposals. Responses received in relation to this notice will be reviewed; however, ultimate determination regarding this sole source procurement rests with the Contracting Officer. Responses must be received by 30 July 2013 at 12:00 PM CST. Information regarding this notice may be requested from the Contracting Officer, Katie Hoffmann, via e-mail katie.hoffmann@us.af.mil.

Solicitation # FA445226SC001
The Air Mobility Command (AMC) A6 Information Technology Needs Commercial Solutions Opening (CSO), solicitation FA445226SC001, is a competitive solicitation managed by the 763rd Enterprise Sourcing Squadron to obtain innovative IT solutions for secure and scalable infrastructure transformation. While the overall CSO is unrestricted and open until February 26, 2031, specific Areas of Interest (AOIs) carry their own requirements. Area of Interest 1, focused on Base IT Modernization, is specifically set aside for Service-Disabled Veteran Owned Small Businesses (SDVOSBs). This effort aims to replace outdated legacy systems with a modern architecture integrating core, cloud, and edge environments to improve operational efficiency, data sharing, and warfighter effectiveness across up to 15 installations. The procurement utilizes a two-step selection process beginning with a white paper submission, which must include company information, a technical solution, and a total project price. Selected offerors will then be invited to submit a detailed approach. Evaluation is based on technical merit and importance to the agency, with the government seeking the most innovative and affordable solutions. Resulting awards are anticipated to be Firm-Fixed Price contracts or Other Transactions for Prototype Projects. Technical requirements for the modernization effort include a comprehensive end-to-end solution encompassing site surveys, design, installation, and system acceptance testing. Contractors must ensure all personnel possess a minimum of a Tier 3 Security Investigation with Secret eligibility and maintain a Secret facility clearance.
