The Department of Homeland Security's Border Enforcement Contracting Division intends to award a sole source contract to Albers Aerospace Incorporated for specialized software engineering services to upgrade the SC-410 Unattended Ground Sensor (UGS) equipment used by U.S. Customs and Border Protection and the U.S. Border Patrol. The upgrade is critical to enable the existing inventory of SC-410 sensors, which are currently underutilized due to outdated software and firmware. The contractor will deliver firmware and software updates, Android application releases, FirstNet cybersecurity enhancements, API documentation, as well as training sessions and manuals at government-specified locations. This action is justified under FAR 6.302-1 as Albers Aerospace holds proprietary software rights, making it the only responsible source capable of performing the work. While this notice does not request competitive proposals and is focused on sole source negotiation, the agency invites any capable vendors to submit a statement of capability or proposal by January 27, 2025, for consideration in any future competitive solicitations related to these services. Responses should be emailed to the designated contracting officer, Frank S. Duarte, and should clearly demonstrate the ability to meet the requirements, although the government is not responsible for any costs incurred in response preparation. The scope of work will take place primarily in Albuquerque, New Mexico, and aligns with NAICS code 334511 for search, detection, navigation, guidance, aeronautical, and nautical system and instrument manufacturing.
