Notice of Intent to Use Alternative Procurement Method

The City of Talent is soliciting proposals for a Design-Build contract to perform seismic rehabilitation on its Police Department building in Talent, Oregon. This project aims to upgrade the facility to meet Life Safety and Immediate Occupancy performance levels as defined by ASCE 41-17. To minimize operational disruption, the work will be executed in two phases, allowing the building to remain partially occupied throughout the process. The project is funded by a grant from the Oregon Infrastructure Finance Authority of the Business Development Department and will utilize a fixed-price or Guaranteed Maximum Price (GMP) contract structure. The City is employing a design-build procurement method to establish a single point of responsibility for all engineering, design, and construction services. Selection will be based on final scores evaluating technical qualifications, experience of key personnel and subcontractors, technical approach, past performance, project scope, and price. Proposers must demonstrate expertise in environmental and quality management, scheduling, estimating, and staging. Requests for a public hearing regarding the exemption from competitive bidding requirements must be submitted to Dana Mason by November 18, 2026, at 5:00 pm.
