This solicitation, numbered 7571PS26Q00058, is a combined synopsis and request for quotation issued under FAR Part 12 for commercial services to support the Immunization Coverage Reporting and Government Performance and Results Act (GPRA) Optimization Project under the Indian Health Service’s Infectious Disease Branch. The work is designated as a total Indian Small Business Economic Enterprise (ISBEE) set-aside, and only qualified ISBEE vendors are eligible to respond. The contract is firm-fixed-price based on a fully burdened hourly rate, with no separate authorization for travel or material costs—all expenses must be embedded within the labor rates. Performance will occur at the offeror’s facility over a one-year base period from August 1, 2026, through July 31, 2027, with an optional six-month extension permitted under FAR 52.217-8. The primary deliverables include a Project Management Plan, Systems Analysis Report, Current State Assessment Report, process maps and decision trees, standardized reporting guidance, a comprehensive User Operations Guide, a complete training package with self-paced modules and job aids, and a Final Recommendations Report with briefing—all due at specified milestones through August 20, 2027. All deliverables must be accurate, actionable, user-friendly, and incorporate stakeholder feedback. Invoices are to be submitted monthly via the Invoice Processing Platform, requiring CLIN information, hourly rates, time logged, total amount, and UEI, along with approved timesheets. Payment is strictly based on actual hours worked. Offerors must submit proposals in three volumes—Technical Capability, Past Performance, and Price—along with required forms, including the signed IHS IEE Representation Form and completed representations not captured in SAM. Key personnel, including a Project Manager, Public Health SME, and Data Analyst/Health Informatics Specialist, are designated as critical and may not be replaced without 30 days’ prior notice and written government approval. Proposals must be submitted via email to Deborah Blyveis by 5:00 pm ET on July 20, 2026, with questions due by July 14, 2026. The award will be made on a trade-off basis, prioritizing non-price factors—technical approach, staffing plan, and past performance—as significantly more important than price, though the government will not pay a substantially higher cost for marginal technical improvement. The Contracting Officer holds exclusive authority

Future-State Roadmap and National Expansion PlanningThe contract seeks to develop a scalable roadmap for the national deployment of a risk-scoring capability, with a focus on enabling widespread adoption across federal health systems. This includes creating a forward-looking strategic plan that outlines phased implementation, technical requirements, resource needs, and integration pathways to ensure the tool can be effectively operationalized at scale. A critical component is the development of a rough order of magnitude cost estimate to inform budgeting and decision-making, ensuring financial feasibility is clearly established alongside technical readiness. The effort must deliver executive-ready recommendations that translate technical complexities into actionable insights for leadership, enabling informed governance and funding decisions. The work is expected to be completed under a subcontract arrangement within the Department of Health and Human Services, specifically managed by the Program Support Center Acquisition Management Service, with performance centered in Washington, D.C. The contract prioritizes strategic alignment with national health objectives and demands a clear path from pilot-scale validation to nationwide rollout, emphasizing scalability, interoperability, and sustainability of the risk-scoring system across diverse operational environments.
