Notice of Planned Procurement (NPP) for The Provision of Multi-Tier IM/IT Research and Advisory Services for Fisheries and Oceans Canada under Supply Arrangement EN578-260567

The Department of Fisheries and Oceans is seeking qualified suppliers under Supply Arrangement EN578-26-0567 to provide multi-tier IM/IT research and advisory services aimed at advancing digital modernization, business transformation, law enforcement innovation, and data stewardship. Eligible Offerors must deliver subscription-based online research and advisory support tailored to three distinct user tiers: Tier 1 executives including CIOs and Assistant Deputy Ministers, Tier 2 middle management such as Directors and Senior Directors, and Tier 3 operational staff from entry-level personnel to senior advisors. Services include access to a self-service electronic platform featuring downloadable articles, reports, templates, white papers, and blueprints, alongside expert consultations and analytical tools designed to enhance decision-making and operational effectiveness across the Federal Government’s CIO community. The contractor is required to maintain a platform with 99.9% uptime exclusive of scheduled maintenance and ensure content freshness, particularly that at least a portion of emerging technologies content is less than 18 months old. Within 15 business days of contract award, the contractor must submit a Quality Management Plan outlining peer review processes and pre-submission checklists for all deliverables, with quality assessed based on actionable, practical, and relevant recommendations validated through standardized user feedback forms rated on a 1-5 scale. The contract period runs from the date of award to October 9, 2028, with performance centered in the National Capital Region. Quarterly reporting is mandatory and must include usage statistics, new content additions, platform uptime, and evidence of value delivered. A bi-annual standardized survey will be used to collect user feedback on content quality and platform usability, and the contractor must track the number of review iterations required before final acceptance to minimize rework. Compliance with Government of Canada standards governing data privacy, security, language, and accessibility is required for all services and digital assets. All submissions must be received by May 29, 2026, at 2:00 PM EDT, in either official language, and must include acknowledgment of Amendment #002.
