Only suppliers pre-qualified under Supply Arrangement E60PV-19EQUI are eligible to respond to this solicitation, which seeks a gas chromatograph with an automated headspace/syringe sampler for use at Agriculture and Agri-Food Canada’s Harrow Research and Development Centre. The instrument must accurately quantify nitrous oxide, carbon dioxide, and methane emissions from agricultural soil samples collected via static chambers, with analytical precision within ±2.5% at ambient concentrations and full compatibility with existing Varian 450GC and CTC CombiPAL autosampler systems. The system must operate without helium, integrate with Compass CDS software on a Windows 11 workstation with 32GB RAM, and meet strict physical space constraints. All deliverables—including installation, commissioning, system suitability testing, on-site training for two staff members, preventative maintenance schedules, consumables lists, and software manuals—are required within 30 days of contract award, with decommissioning and environmentally compliant disposal of the existing electron capture detector unit due no later than March 31, 2027. The contract is awarded on a lowest price technically acceptable basis, where failure to meet any of the 32 mandatory technical requirements results in disqualification regardless of price. The contractor is responsible for all travel, logistics, and disposal costs, must use factory-trained technicians for installation, and must provide remote technical support and parts availability for five to ten years post-delivery. Warranty must be a minimum of one year, with an option to extend to two. All packaging and disposal practices must align with federal green procurement policies, and contractor personnel must comply with site security protocols. Proposals must be submitted electronically via CanadaBuys by August 9, 2026, and there are no formal FAR clauses, evaluation weights, or socioeconomic set-asides—the sole criteria for award is compliance with technical specifications and the lowest bid.
