Notice Sole Source MFEC Elevator Modernization

The City of Port St. Lucie intends to award a non-competitive sole source contract to Schindler Elevator Company for the modernization of two hydraulic elevator systems at the MIDFLORIDA Event Center parking garage. This action is taken under Florida Statute 287.057(3)(c) due to the requirement for proprietary OEM components and the need for compatibility with existing Schindler equipment, including jack assemblies, car rails, and machine room wiring. The project, estimated at 760,825.00 dollars using local funding, addresses safety and reliability concerns for systems that have been in service for approximately 20 years. The scope of work includes the replacement and refurbishment of major components, specifically featuring weather-hardened upgrade cars and hoistway door equipment, stainless steel marine grade compartments for increased durability, and the addition of security camera capabilities. While the city is moving forward with Schindler Elevator Company to ensure continuity of service and technical compatibility, it has issued a public notice to allow other potential suppliers to submit statements of capability. These responses will be reviewed solely to determine if a competitive procurement process is warranted.
