Notice to Providers of Professional Services 2027-PROF-2

The County of Maui is soliciting professional consulting services to update, enhance, or rebuild its regional travel demand model for the island of Maui, under solicitation number 2027-PROF-2, with a proposed budget of $120,000 and a performance period of 365 calendar days from the Notice to Proceed. The effort is intended to support long-range transportation planning, policy analysis, and project evaluation aligned with the Hele Mai Maui 2045 plan, requiring the development of a comprehensive multimodal model incorporating roadway, transit, bicycle, and pedestrian networks using industry-accepted methods and compatibility with established Travel Analysis Zones. The model must generate forecasts for Annual Average Daily Traffic, peak hour traffic, seasonal conditions, and visitor-driven demand, calibrated using traffic counts, origin-destination data, transit ridership, and travel time runs, and must deliver a fully functional system including all underlying data, scripts, GIS files, documentation, a user guide, training materials, and an update mechanism for future transit changes. Selection will occur through a qualifications-based procurement process under Hawaii Revised Statutes Chapter 103D-304, evaluating firms based on professional qualifications and experience in transportation modeling, firm capacity and resources, past performance on similar public agency projects within the last five years, and other relevant recognitions or data, without reliance on price. All respondents must comply with the County of Maui’s General Terms and Conditions for professional services contracts and adhere to Hawaii Administrative Rules Section 3-122-112, which mandates submission of Hawaii State Tax Clearance, DLIR Certificate of Compliance, and a Certificate of Good Standing from DCCA, obtainable via the Hawaii Compliance Express portal. Proposals must be submitted electronically through the Public Purchase System by 2:00 P.M. on July 30, 2026, and must follow specific formatting requirements including a standardized subject line, inclusion of the solicitation number on all resumes, and a letter of interest signed by an authorized representative. Submissions must detail the firm’s organizational structure, principal staff qualifications, years in operation, average workforce size, and a list of recent similar projects with clients, scope, and corrective actions taken. The county requires the vendor to train Maui MPO staff on model operation and data interpretation and to coordinate regularly with County agencies and the State Department of Transportation.
