The Indian Health Service, Navajo Area, Crownpoint Service Unit in Crownpoint, NM intends to restrict competition and negotiate an award with SUN GLASS LLC (UEI: ) NG7CWP2DF9V9 for the purchase of (2) PANIC DEVICES for the Front Exterior Door of the Nizhoni Bluff Apartments located at Crownpoint Healthcare Facility housing complex.



The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 332321 – Metal Window and Door Manufacturing.



In accordance with RFO 12.102(a), for acquisitions valued at or below the Simplified Acquisition Threshold, competition will be restricted to SUN GLASS LLC. 



Due to the urgency of maintaining resident safety, the need for compatibility with existing door systems, and the availability of a qualified local vendor capable of furnishing the required panic devices without delay, procurement from Sun Glass LLC is in the best interest of Crownpoint Healthcare Facility.  Utilizing Sun Glass LLC will minimize downtime, reduce travel costs, expedite completion of the work, and ensure the exterior doors remain compliant with applicable life-safety requirements.



This Notice of Intent to Restrict Competition is not a request for quotations and a solicitation will not be issued in conjunction with this Notice of Intent. Any vendor that believes it can provide the stated services may provide a capability statement. Verbal responses are not acceptable and will not be considered. Responses to this notice shall be submitted no later than 8:00 AM (EDT) on 06/25/2026 via email to Janice.Martinez@ihs.gov



A determination by the Government on whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition or proceed with a single-source award.
