The Mission and Installation Contracting Command at Fort Carson, Colorado plans to negotiate a sole source purchase order with GBS Corporation to upgrade the EasyID patient labeling software currently used at Evans Army Community Hospital. This procurement is conducted under the Simplified Acquisition Procedures for purchases below the simplified acquisition threshold, justified by reasons such as only one source being reasonably available and the need for continuity with the existing software system. Although this is not a solicitation for competitive quotes, other firms interested in meeting the requirements may submit written notifications within three days of the notice’s publication, providing detailed evidence of their capability. If no suitable responses are received, the government will proceed directly with negotiations with GBS Corporation. The required software must support positive patient identification by generating printed labels and wristbands that interface with the Composite Health Care System to merge patient data and associated bar codes, enhancing patient safety. It must serve multiple hospital departments, including Emergency Medicine, Admissions and Dispositions, and Pre-Operative areas, each needing distinct label templates. The software must be reliable 24/7, including during CHCS downtime, and will require on-site installation. Ongoing remote customer support during business hours and annual maintenance services on the local government network are also part of the requirement. Responses were due by March 28, 2020, via email only, with the contracting officers Gilbert Coyle and Edna Hakenson as points of contact. The contract falls under the NAICS code 541512 and is managed by the Department of Defense at Fort Carson.

The Mission and Installation Contracting Command, Fort Carson, Colorado intends to negotiate a sole source purchase order with GBS Corporation for an upgrade to their patient labeling software, EasyID, that is currently in use at the Evans Army Community Hospital. This is a sole source procurement using the Simplified Acquisition Procedures authority at 13.106-1(b)(1): for purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization. This notice is not a request for competitive quotes, however; any firm that believes it can meet the requirements may give written notification to the Contracting Officer within three days from the date of the publication of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed below. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source negotiation with GBS Corporation. Requirement Details: Evans Army Community Hospital (EACH), Fort Carson, CO has a requirement for software to provide positive patient identification through printed patient labels and wristbands, interfacing with the Composite Health Care System (CHCS), to provide merged patient data directly from that system with associated bar code, thus avoiding risks to patient safety. EACH requires end user capabilities within its Department of Emergency Medicine, Admissions and Dispositions Section and its Pre-Operative area, each with its own template for labels/wristbands. The software must be available to operate 24 hours a day, 7 days a week, even during CHCS downtime. On site installation will be necessary to implement with our team. Remote, ongoing customer support must be available during normal business hours and annual support services provided to maintain such software on the local government network. Responses are due 28 March 2020, 12:00 p.m. (MDT). Responses shall be submitted via e-mail to the following address: gilbert.j.coyle.mil@mail.mil and edna.t.hakenson.civ@mail.mil. Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
