NOTL-2026-PWIS-RFQ- Crack Sealing

The Town of Niagara-on-the-Lake is soliciting bids for the 2026 Crack Sealing Program to provide all labor, equipment, and materials necessary to seal approximately 25,000 meters of cracks across various streets, parking lots, and facilities. The project covers multiple sectors, including Old Town, Virgil, St. Davids, and Queenston, and is estimated to cost 62,000 dollars, excluding HST. Bids must be submitted electronically via the Bids and Tenders portal by October 2, 2026, at 2:00 PM local time. The contract will be awarded based on the lowest stipulated subtotal contract amount, although the Town reserves the right to consider financial analysis, quality, and service when selecting a bidder. The successful contractor must adhere to the Niagara Peninsula Standard Contract Documents and specific Ontario Provincial Standard Specifications, including OPSS 341 and OPSS 1212. Technical requirements specify that transverse cracks between 3mm and 25mm must be routed to a minimum of 25mm wide and 19mm deep, with V or U shaped grooves being unacceptable. Mandatory requirements include a 5 million dollar limit for both general liability and automobile insurance, a WSIB certificate of good standing, and compliance with O.Reg. 406/19 regarding soil management.
