AI Contract Overview
This sources sought notice, identified by solicitation number W9127N26QA079, is a market research initiative issued by the U.S. Army Corps of Engineers, Portland District, to gauge industry interest and capability in supplying mission-critical electrical equipment for the Willamette Valley Project. The purpose is to inform potential future solicitations and ensure the government understands the landscape of qualified vendors before proceeding with procurement. The required items, detailed across eleven CLINs, include lockable Type 4X enclosures, 24VDC uninterruptible power supplies, power redundancy modules, fuses, terminal blocks, LED lighting kits, and wiring ducts, all needed to maintain continuous temperature monitoring compliance under NPDES permit requirements. Respondents must submit a capability statement demonstrating their ability to furnish all listed items, with clear annotations indicating any limitations—such as inability to supply specific CLINs—so the government can accurately assess vendor qualifications. The notice explicitly encourages responses from small businesses, including SDBs, 8(a) firms, HUBZones, WOSBs, EDWOSBs, SDVOSBs, and VOSBs, under the NAICS code 423610 with a 200-employee size standard, and indicates a total small business set-aside is anticipated in any future acquisition. The response deadline is May 13, 2026, at 5:00 PM PDT, and submissions must be mailed to the designated delivery location in Lowell, Oregon, with no electronic portal specified. Although no pricing, contract value, payment terms, or formal evaluation criteria are included, the notice specifies that any future award will follow the small business set-aside framework under FAR 19.5. Packaging, marking, and inspection standards are not detailed, implying they may be outlined in a separate purchase description referenced but not attached. Delivery is expected within a 4–6 week lead time, and while no contractual clauses or performance periods are binding at this stage, the administrative point of contact for inquiries and submissions is Consuelo Kiser, with invoice processing handled by the USACE Finance Center in Millington. This notice does not constitute a solicitation, nor does it obligate the government to award a contract, but rather serves as a foundational step to identify capable and diverse suppliers prior to formal sourcing.
