NPDES Sediment Removal Wilburton Pond

The City of Bellevue is soliciting bids for the removal of approximately 222 cubic yards of contaminated sediment from Wilburton Pond located at Wilburton Hill Community Park in Bellevue, Washington, to comply with NPDES correction notice 23128132N. The work requires dewatering using sump or sewage pumps, excavation and hauling via excavator, dump truck, and vector truck, and thermal treatment through incineration due to high levels of lube oils in the sediment. Site controls including fencing to secure the area near the school and soccer field, sediment control wattles, tree protection if mandated by permits, and safety signage are required. All work must adhere to the City’s Clear and Grade Permit and Construction Stormwater Pollution Prevention Plan, with inspections required by discipline in sequence and all final approvals obtained before project closeout. The contractor must comply with prevailing wage laws under Chapter 39.12 RCW, pay all workers the rates determined by the Industrial Statistician, and submit certified wage documentation before any payment. The project is subject to bonding requirements including a performance bond, payment bond, and retainage, though a bid bond is not required. Payment will be issued as a single lump sum upon satisfactory completion by September 30, 2026, subject to final inspection, acceptance, and submission of an approved Affidavit of Wages Paid certified by the Department of Labor and Industries. Bidders must meet strict responsibility criteria, including current Washington State contractor registration under RCW 18.27, a valid Unified Business Identifier, proof of industrial insurance, employment security registration, state excise tax registration, and certification of non-disqualification under RCW 39.06.010 or 39.12.065.
