NPDES Sediment Removal Wilburton Pond

The City of Bellevue is soliciting bids for the removal of approximately 222 cubic yards of contaminated sediment from Wilburton Pond at Wilburton Hill Community Park to comply with NPDES correction notice 23128132N. The work requires dewatering using sump or sewage pumps, excavation and hauling via excavator, dump truck, and vector truck, and thermal treatment through incineration due to elevated lube oil content in the sediment. Contractors must install site controls including fencing to secure the area near school and soccer field boundaries, sediment control wattles, tree protection if mandated by permitting authorities, and safety signage where pedestrian paths are obstructed. All work must adhere to the City’s Clear and Grade Permit and Construction Stormwater Pollution Prevention Plan, with inspections scheduled by discipline and completed in sequence prior to final approval. The project has a firm completion deadline of September 30, 2026, and work cannot commence until a formal Notice to Proceed is issued by the City’s Project Manager. Payment will be made in a single lump sum upon satisfactory completion, with no bid bond required but performance bond, payment bond, and retainage agreements mandatory. Bidders must meet stringent responsibility criteria including state contractor registration, UBI and Department of Revenue registrations, workers’ compensation coverage, and proof of prevailing wage training unless exempted by having completed three or more public works projects in Washington over three years. All contractors must also submit certifications for Title VI compliance, equal opportunity, wage payment statute adherence, and a non-collusion statement, along with a current City of Bellevue business license and certificate of insurance. Prevailing wages as determined by the Industrial Statistician apply to all laborers, and contractors must submit certified wage statements prior to payment and an approved Affidavit of Wages Paid after final acceptance. Environmental protocols require adherence to Washington Department of Fish and Wildlife invasive species management procedures and absolute quarantine of equipment to prevent contamination of other waterways.
