NPOI Control System Upgrades

The Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to solicit on a sole source basis a requirement to continue support for the design and implementation of new control subsystems for the Navy Prototype Optical Interferometer (NPOI). Tasks must be performed consistent with existing custom software developed at USNO and previously purchased electronic equipment. The control infrastructure of the NPOI needs enhanced control features and system upgrades which require expertise in VxWorks and real-time Linux, PCB design using Eagle and Surface Mount Technology, and CPLD/FPGA design using Verilog and Altera Quartus 11 software. This procurement is being processed under Section 4202 of the Clinger-Cohen Act of 1996 - a sole source acquisition under the authority of the test program for certain commercial items, as implemented by FAR 13.501(a). The Government intends to solicit and negotiate with AZ Embedded Systems on a sole source basis for this requirement. Interested persons may identify their interest and capability to respond to this requirement by the specified response date. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The applicable North American industry Classification System (NAICS) code and size standard for this acquisition are 541330 and $14M, respectively.
