This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is to establish a Multiple Award Blanket Purchase Agreement (BPA) for the National Weather Service (NWS) National Reconditioning Center (NRC) to provide services for the repair, refubishment, and/or reconditioning of various equipment or components of the Next Generation Weather Radar (NEXRAD) and Automated Surface Observing System (ASOS). The overal NAICS Code will be 811219 (Other Electronic and Precision Equipment Repair and Maintenance) with an applicable size standard of $22.0 million. The corresponding Product Service Code (PSC) is J066. This Request for Quote (RFQ) is 100% set aside for small businesses. Awardees will receive BPAs with no guaranteed minimum order. The Government is only obligated to the extent of authorized purchases (call orders) made under the BPA. As of the date of this solicitation, there are currently eight (8) Statements of Work (SOW); however, the Government reserves the right to add additional SOWs that fall within the general scope of repair, reconditioning, and/or refurbishment services of NEXRAD or ASOS equipment/components. At this time, the Government is only soliciting quotes from vendors who have already been technically approved and certified by the NWS NRC and/or Radar Operations Center (ROC) to perform the work identified under the SOWs. However, periodically, in order to enhance competition, the Government will request and evaluate quotes with the intention of adding vendors to the existing pool of qualified vendors. The Government reserves the right to re-open competition (On-Ramp) at any time during the term of the Agreement for the purpose of adding additional BPA holders. On-Ramp procedures may be implemented at any time by reopening the competition and utilizing substantially the same basis of award/evaluation factors as established in this initial solicitation. The Government anticipates issuing an On-Ramp solicitation for additional BPA holders at least on an annual basis. Any resulting BPA(s) awarded will include the same terms and conditions as the current basic agreement. Any additional BPA awarded via an On-Ramp process will share in, and in no way increase, the ceiling established for this requirement. Likewise, agreements awarded hereunder shall not exceed the remaining Period of Performance. The total Period of Performance shall be for five (5) years after the date of award. It is anticipated that the total value of the pool of BPAs established will not exceed $2.5 million. This solicitation and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-07 (effective 07/02/2020). SUBMITTAL OF QUOTES: All quote packages shall be sent via email to Alex Williams at alex.williams@noaa.gov by the closing date and time of this solicitation. All quotes shall contain the information outlined in the Addendum to FAR 52.212-1, Instruction to Offerors. INQUIRIES: All questions regarding this solicitation shall be sent via email to Alex Williams within ten (10) calendar days of the issuance of this solicitation. See the attached SOWs, Standard Form 1449, and Additional BPA Terms and Conditions for additional information.

NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
