NRCS-WV Ohio County EWP 5090-001 & 003 Streambank Stabilization Dixon and McGraw's Run

This contract, issued by the USDA Natural Resources Conservation Service for streambank stabilization at Dixon and McGraw’s Run in Ohio County, West Virginia, is a sealed bid solicitation resulting in a Firm Fixed Price award under a Total Small Business Set-Aside. The work involves comprehensive erosion control and channel stabilization including clearing vegetation and debris, shaping stream channels, installing geotextiles and rock riprap, placing gabions, excavating and placing earthfill and rockfill, seeding, mulching, and applying soil amendments across three designated sites. All work must comply with detailed Construction Specifications, including strict handling and labeling requirements for geotextiles per ASTM D4873, and must be performed in accordance with established specifications numbered 4 through 95, covering everything from water removal and traffic control to quality control and material documentation. The project requires full mobilization and demobilization, temporary water control systems with pumps and channels, and adherence to safety standards under OSHA 29 CFR Parts 1910 and 1926, as well as the U.S. Army Corps of Engineers EM 385-1-1 manual. A written safety program must be submitted and approved prior to work commencement, and all employees must be physically qualified, with hoist and motor vehicle operators subject to additional certification and licensing requirements. Bidders must submit complete pricing for all line items across seeding, mobilization, rock riprap, gabions, and foundation preparation, with failure to bid on any item resulting in disqualification. The Government reserves the right to reject materially unbalanced pricing and will select the awardee based solely on lowest price. The project must be completed within 36 days after Notice to Proceed, with no work permitted on federal holidays except in emergencies.
