The Fleet Logistics Center Norfolk, Contracting Department Groton Office, Groton, CT intends to award a Sole Source, Firm Fixed-Price, Purchase Order to Yale University – Yale Center for Genome Analysis (YCGA) for RNA-Sequencing and Gene Expression Analysis Services. The required period of performance is from 01 July 2026 to 30 June 2027, with an anticipated award date of 26 June 2026.



This acquisition will be conducted using Simplified Procedures for commercial services in accordance with FAR Part 12, as implemented by the Department of War (DoW) Revolutionary FAR Overhaul (RFO) Class Deviations.  The Government intends to solicit with only one source under the authority of FAR 12.102(a) to restrict competition for an acquisition valued below the Simplified Acquisition Threshold (SAT).


Streamlined commercial acquisition procedures will be utilized pursuant to FAR 12.201-1.  



This notice is not a request for competitive proposals or quotations. However, any challenges to this sole source must be received in writing and sent to sharon.j.dexter.civ@us.navy.mil to be considered by the Government for the purpose of determining whether to compete this requirement. Challenges must include information sufficient to enable the Government to determine that an equivalent service exists that would meet the Government's needs as stated herein. A determination by the Government not to compete this procurement based on responses to this notice is solely within the discretion of the Government.
