AI Contract Overview
The item identified by NSN 5330-01-256-7478, a driveshaft seal, is currently restricted to two approved manufacturing sources: SKF USA INC. and BELL TEXTRON INC., both using part number 214-040-849-105. Acquisition of this item is governed by AMC "1/B," indicating it is eligible for competitive procurement only on the second or subsequent occasions, but must be sourced exclusively from the designated manufacturers due to the unavailability of adequate technical data, government data rights, or manufacturing knowledge necessary to qualify alternate suppliers. The absence of accessible documentation or the economic feasibility to obtain it prevents any alternative source from being qualified through testing or substitution without meeting stringent equivalence standards. Interested manufacturers seeking approval as an alternate source must submit a complete Source Approval Request (SAR) package through the DLA Land and Maritime Alternate Offer Program, demonstrating their product matches or exceeds the quality and performance of the current approved item. The burden of proof lies entirely with the applicant to provide comprehensive technical documentation validating equivalency. Responses must be submitted by May 26, 2026, and all inquiries or submissions should be directed to Contract Specialist MAJ George Sawyer at George.Sawyer@dla.mil. Further guidance on SAR requirements can be found on the DLA Land and Maritime website, and the solicitation is published under number 7014817216 with a NAICS code of 339991.

The AMC/AMSC for the NSN listed above is “1/ B”
AMC “1”. Suitable for competitive acquisition for the second or subsequent time.
AMSC "B" This part must be acquired from a manufacturing source(s) specified on a source control or selected item drawing as defined by the current version of DoD-STD-100. Suitable technical data, Government data rights, or manufacturing knowledge are not available to permit acquisition from other sources, nor qualification testing of another part, nor use of a second source part in the intended application. Although, by DoD-STD-100 definition, altered and selected items shall have an adequate technical data package, data review discloses that required data or data rights are not in Government possession and cannot be economically obtained.

Please review the NSN listed above and provide any sources that may be able to manufacture these items. The approved sources for this NSN are currently listed above. All information may be submitted directly to the Contract Specialist listed above. This information must be provided by the response date indicated above.
Should a company wish to be reviewed and qualified as an “Approved Source”, they may submit an application package through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) Program. A SAR package contains all technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality or better than the Original Equipment Manufacturer (OEM). The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item which DLA Land and Maritime is procuring.
For further information, please reference the DLA Land Maritime web page shown below and click on the highlight: Alternate Offer/Source Approval Program for detailed explanation for the information and format necessary for a SAR and for the SAR approval process.
