The National Shipbuilding Research Program Advanced Shipbuilding Enterprise (NSRP ASE) is preparing to release a Research Announcement in June 2014 aimed at soliciting summary proposals that align with the priorities outlined in the program’s Strategic Investment Plan. This solicitation targets broad areas of research interest related to reducing the cost of building and maintaining U.S. Navy ships. Unlike more prescriptive requests, this announcement emphasizes flexibility by encouraging proposals that address general needs or interests, rather than requiring specific solutions. The overarching objective is to promote industry-wide adoption of cost-saving solutions and consensus-driven priority issues that make a compelling business case for enhancing efficiency within the U.S. shipbuilding and repair sector. The NSRP ASE prioritizes proposals that demonstrate strong potential for technology transfer and widespread adoption across multiple U.S. shipyards, underscoring the importance of broad buy-in within the industry. The program is structured to encourage participation from all qualified offerors capable of advancing these goals. The contract under solicitation number NSRP13-01 was posted in April 2014 and is managed through a senior contracts administrator, Lisa A. Fisher. The solicitation is categorized under NAICS code 519190, and no specific set-aside designations or geographical requirements have been stated. The initiative reflects a collaborative approach to innovation aimed at achieving substantial cost reductions and efficiency improvements in naval shipbuilding and maintenance.

This is a pre?solicitation notice for the National Shipbuilding Research Program Advanced Shipbuilding Enterprise (NSRP ASE). The NSRP ASE Executive Control Board plans to issue a Research Announcement in June 2014 to solicit summary proposals that respond to priorities in the program's Strategic Investment Plan, including areas of particular interest that will be identified in the Research Announcement. Research Announcements (RAs) are general in nature, identifying areas of research interest, disclosing criteria for selecting proposals, and soliciting the participation of all offerors capable of meeting the NSRP ASE objectives. The flexibility of RAs allows objectives to be stated in general terms of need or interest, as opposed to other solicitations (e.g., Requests for Proposals) which require specific solutions or outcomes. The NSRP ASE program goal is to reduce the cost of building and maintaining U.S. Navy ships. To accomplish this, NSRP ASE is focused on industry?wide implementation of solutions to common cost drivers and consensus priority issues that exhibit a compelling business case to improve the efficiency of the U.S. shipbuilding and ship repair Industry. Proposals that incorporate aggressive technology transfer to, and buy? in by, multiple U.S. shipyards are strongly preferred.
