17. This is a combined synopsis/solicitation Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued for the solicitation number NOI-A-13-1663162 issues as a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-70 effective September 30, 2013. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Set-Aside. The associated North American Industry Classification System (NAICS) Code is 519190, which has a small-business size standard of $25.5 million dollars. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure services for centralized access to online research for news and legislative information, both historical data and real-time alerts from Lexis Nexis, 7500 Old Georgetown Rd, Suite 1300, Bethesda, MD 20814. To the best of the Government's knowledge, they are the sole provider of this service. The following factors must be met: 1) technical capability to meet required specifications; 2) price; 4) delivery. Please see the attached statement of work for further details. The government will award a fixed price purchase order to the responsible contractor. The FOB terms are "Destination" and Net 30.
