The U.S. Department of Energy (DOE), Office of Energy Policy and Systems Analysis (EPSA), intends to award a sole source contract to SNL Financial LC (SNL) for a subscription. The subscription will provide EPSA with access to reliable, fundamental data through SNL?s proprietary subscription services. This will be an enterprise license limited to all EPSA staff. SNL services include coverage of the electric power, natural gas and coal industry including projects, financing, corporate financial data and supply chain participants; independent research and consultation on utility securities and regulation at the company, project, energy infrastructure segment, and detailed regional level. SNL will provide support regarding use of the SNL licensed materials, in a manner consistent with industry standards for service. SNL Financial LC is the only company that offers this service. The DOE is proposing to award a contract that consists of twelve (12) months, and two (12) month Option Year(s). The DOE is using exemption to competition 6.302-1(a) (2) (ii), One Responsible source. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. If a firm believes the DOE should not pursue this sole source contract with SNL Financial, they should submit a capability statement and pricing information for the requirement by Monday, February 10, 2014 at 8:00AM (Eastern) via e-mail to contact@example.gov. The written response must include a general statement for services mentioned in this announcement and past performance information for relevant work. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
