AND CANNOT BE AWARDED**


Background – This is a RFI notice issued by Naval Surface Warfare Center Dahlgren Division (NSWCDD) seeking information from prospective vendors interested in providing services to manage and operate an offsite warehouse for the receipt, storage, handling, and delivery of unclassified government materials in accordance with the attached Performance Work Statement (PWS). The contractor shall provide all necessary personnel, supervision, and resources to deliver technical, project, analytical, and program management support for Operating Materials & Supplies (OM&S) and Plant Property & Equipment/Asset Management (PP&E/AM). The work encompasses policy support, financial and physical accountability, training, performance monitoring, process improvements, and the complete lifecycle of offsite warehousing and material delivery services.


Follow-on – This is a new effort.


Contract Type – The Government contemplates award of a Firm Fixed Price contract.


Period of Performance - The resultant order will have a Base Period of 12 months and four (4) Option Years, each consisting of 12 months, for a total of 60 months, if all options are exercised.


NAICS – North American Industry Classification System (NAICS) Code 493110 applies to this RFI.


Set-Aside – The Government is contemplating a set-aside for 8(a) Small Businesses.


Mandatory Requirements – The Offeror must meet the mandatory requirements and must be maintained throughout the life of the contract. The mandatory requirements are as follows:


Requirement 1 - Facility Security Clearance: The Contractor must possess a Facility Clearance of SECRET. While the physical materials handled at the Contractor facility are unclassified, the FCL is required because Contractor personnel will require access to classified Government networks (or specific secure installations) to perform administrative/inventory duties.


Requirement 2 - Personnel Security Clearance: All individuals performing support under this contract are required to have, as a minimum, a SECRET security clearance in the Defense Industrial Security System (DISS). Interim clearances are acceptable.


Requirement 3 - Facility Location: The Contractor’s facility must be located within 60 miles of the Naval Surface Warfare Center in Dahlgren, Virginia, 6149 Welsh Rd, Dahlgren, VA 22448.


Requirement 4 - Facility Management: The contractor shall provide 20,000-30,000 square feet of floor space (half bulk storage, half rack space) for facility warehouse operation services. The facility shall contain the ability to provide both dock level and grade level loading, with minimum door dimensions of 14’ x 14’ (the Government may grant an exception to this requirement if it deems Contractor’s proposed facility suitable). The facility must be operational within 90 days of contract award.


Industry Day – The Government does not intend to hold an Industry Day.
Request for Capability Statements – Interested 8(a) small businesses are invited to submit capability statements describing their ability to fulfill this requirement. Capability statements shall not exceed a total of ten (10) pages in length with a font size of nine (9) or greater, and shall include the following:


1) Sources Sought announcement number you are applying to and a description of the Offeror's capabilities relating specifically to the attached draft PWS, specifically addressing relevant experience and understanding of the work for which this acquisition will support;


2) The specific qualifications, capabilities, and experience of the Contractor's personnel available to support this effort, including the personnel's security clearance level. Identify whether individuals are employees of the Offeror or of a planned team member (Subcontractor) and identify the planned team member;

3) A description of the Offeror's ability to meet each of the mandatory requirements;


4) Specific past performance on same or similar size and scope of work performed by the Offeror as a Prime Contractor within the past five (5) years, including a description of the services provided, the dollar value of the effort, and the contract number;


5) List prospective Sub-contractors and provide a statement with metric that contain sufficient information concerning the ability to meet the Government limitations in FAR 52.219-14 Limitations on Subcontracting (FEB2023)(DEVIATION 2021-O0008).


6) Does the contemplated labor categories mix in Attachment 2 align with standard commercial practices for executing this draft PWS? The labor categories and hours in Attachment 2 represent the Government's contemplated baseline. If your firm would utilize a different labor mix, SCA mapping, or staffing structure to execute the PWS, please provide your recommended labor mix and describe how it would more efficiently achieve the required outcomes.
