AI Contract Overview
The Naval Surface Warfare Center Dahlgren Division (NSWCDD) is conducting a Request for Information (RFI) to gather market research from potential vendors capable of managing an offsite warehouse for unclassified government materials. The contractor will be responsible for receipt, storage, handling, and delivery of materials, providing comprehensive support that includes personnel, supervision, technical, project, analytical, and program management related to Operating Materials & Supplies (OM&S) and Plant Property & Equipment/Asset Management (PP&E/AM). The services also cover policy support, financial and physical accountability, training, performance monitoring, and continuous process improvements throughout the warehouse lifecycle. This is a new initiative, and the Government envisions awarding a Firm Fixed Price contract with an initial 12-month base period and four 12-month option years, totaling up to five years. Key mandatory requirements include possession of a SECRET Facility Clearance due to the need for access to classified networks, personnel with at least SECRET clearance, facility proximity within 60 miles of Dahlgren, Virginia, and warehouse space of 20,000-30,000 square feet capable of dock and grade-level loading with specified door dimensions. The facility must be operational within 90 days of contract award. The Government is considering an 8(a) Small Business set-aside and invites interested companies to submit capability statements addressing qualifications, relevant experience, past performance, team composition, and compliance with labor categories detailed in the draft Performance Work Statement. No industry day will be held, and all responses must be submitted electronically by June 10, 2026. This RFI is strictly for information gathering and does not constitute a solicitation or offer of contract.
