AI Contract Overview
The contract is for the procurement of 59 plain hexagonal nuts with NSN 5310-01-565-2613, issued under solicitation SPE4A6-26-T-49W7 by the ASC Commodities Division of the Department of Defense. The delivery is mandatory within 147 days after order, with a required delivery date of October 13, 2026, and FOB origin terms apply, meaning the contractor bears all costs and risks until the goods are delivered to the carrier. The destination for delivery is the DLA Distribution San Joaquin receiving warehouse in Tracy, California. Packaging must comply strictly with MIL-STD-2073-1E and DLA Packaging Requirements for Procurement (RP001), including palletization and use of box/dunnage unit containers with intermediate container code E5 and pack code U. Marking of both containers and bare items must conform to MIL-STD-129 and MIL-STD-130N, respectively, with no special marking required. All mercury or mercury-containing compounds are prohibited in preservation, packaging, packing, and marking materials, except in specified functional applications such as batteries, sensors, and instruments, which must include secondary containment per NAVSEA 5100-003D. Quality control requires sampling in accordance with MIL-STD-1916 or comparable zero-based plans, with verification levels VII, IV, and II assigned to critical, major, and minor attributes corresponding to AQLs of 0.1, 1.0, and 4.0. Inspection and acceptance occur at the destination point, and the contractor must ensure full compliance with technical and quality requirements referenced in the DLA Master List of Technical and Quality Requirements. The contract mandates adherence to numerous DFARS and FAR clauses including safeguarding covered defense information, combating trafficking in persons, employment eligibility verification, and prohibitions on mercury compounds, hazardous materials, and unauthorized disclosures. The contract is subject to electronic submission via DIBBS and electronic invoicing through WAWF, with compliance tracked in the System for Award Management and Supplier Performance Risk System. No contract type is specified in the solicitation, though the structure suggests a potential Low Price Technically Acceptable award methodology.
